Program of the President of the Republic: Ensure Sustainable Management of Water Resources and Promote the Productivity of the Sector

Hydraulics constitutes a vital sector for the wellbeing of populations, economic development and improving production and productivity. Deed, potable water supply touches the health of the inhabitants and assure stable life basics, as well it influences considerably social development as well industrial sector. It provokes concentration of populations in urban and semi-urban areas.

The concern was in the middle of his Excellency the president of the republic M. Mohamed Ould Cheikh El Ghazouani promises in his program. « I will guarantee , stressed the president of the republic to put in place a procedure of durable management of water resources in the benefits of populations and production units ».It is in this context that the government water management has been applied since August 2019 to realize goals of promises of the president of the republic (Taahoudatti) that target to provide potable drinking water to all localities by the horizon of the year 2025 and extend the national water company network to all Nouakchott districts. For this purpose many huge projects and programs of investments are ongoing in all states of the country ,as per the report presented by the prime minister Mohamed Ould Bilal to the parliament in January 2021.these investments and programs concern in particular: the realization of 150 projects access to drinking water APE, two of them done in the D’Hahr , oasis development projects, water distribution network extending in Nouakchott with the laying of 270 km of pipes as well as the creation of 5,000 domestic connections. More investments call for procurement services for more projects are ongoing. Programs of creation of water point equipment with the realization of more than 200 drillings and the installation of dewatering equipment, generators and solar equipment.

The ongoing acquisition, of three drilling workshops for the benefit of SNTP. Preparations are also ongoing for the making of 90 new projects for access to drinking water APE. In addition to this action of interest, the year 2021 will witness the kick-off of an important and ambitious program for drinking water supply for poor populations in 218 localities in the whole national territory.In this context ,it is been proceeded to pumping of rain water, cleaning and maintenance of pumping stations and existing draining networks as well as the construction of breakwater and drainage channels .In Nouakchott rain water stagnation were attached to the rainwater network. In 2021, works and ongoing studies of all projects regarding the sector will be followed in order to attain the goals assigned to the hydraulics and drainage departments within the frame of the president of the republic program. Thus the priorities fixed by the president of the republic and which are under achievement by the government regarding the following actions:-Make of the source knowledge and protection a priority. That is why important financing will be dedicated to reach this goal;-Mobilize necessary logistics for the layout of water resources for the development of mining activities in the north of the country;-Provide drinking water supply for the towns of Aioun and Djiguenni from the du D’har;- Extend the water supply to all outskirts districts in Nouakchott;-Provide drinking water to all localities by the horizon of 2025;-Extend Nouadhibou desalination station to reach a capacity of 15000 m3 per day;-Find proper solutions to provide drinking water for cities located on dry bevel;-Reorganize deeply the SNDE and village water to satisfy the expectations of our populations and the investments the Mauritanian government is putting into this sector.

In short the hydraulic sector is working actually on putting in action a strategy of five axis, (i) construction of dams in the southern and eastern regions of the country in order to create large water storage,(ii) underground water supply structures,(iii) water treatment in Nouakchott and Nouadhibou, (iv) intensify search activities for new exploration of water in other area specially in the north, and(v) supplying as many urban and semi-urban centers as possible from the Senegal River.in terms of dealing with rain water, the government has taken measures to tackle this nagging problem since decades in order to alleviate populations affected by rain during winter 2020. New projects will see the light during this mandate to assure a good management of water resources and promote productivity in the sector.

This is notably the case ,for example ,(a) the making of hundreds of drillings and projects of access to drinking water APE,(b)construction of 25 stormwater retention basins and dams,(c) the strengthening of water management capacities(Senegal River, dam lake, permanent ponds and lakes, oasis) to accomplish a better provision of drinking water dedicated to populations wherever and whenever possible(d) the strengthening of capabilities of building and promoting independent drainage projects.
