Below is the full text of the speech:

“In the name of All the Most Gracious and the Most Merciful
Prayers and peace be upon the Holy Prophet,

Honorable Ministers,

Mr. Wali of the Hodh Charghi,

Distinguished Elected officials,

Distinguished economic actors,

Dear participants,

Population of Hodh Charghi,

Ladies and gentlemen,

Peace, mercy, and blessings of Allah be upon you,

Livestock, by virtue of its remarkable contribution to the national product and its pivotal role in providing food security and creating more job opportunities, is a basic pillar in our economic and social system and a central axis in our general strategy to fight poverty, especially in rural areas. However, our benefit from our livestock is still limited despite the various exploitation potentials offered by this wealth, mainly because the means of our production and development of this wealth have not developed much. They rely heavily on transhumance and travel and depend in their total returns on rainfall rates.

Being aware of this situation and the dangers threatening this wealth due to climate change, declining vegetation cover, and other grave environmental challenges, we directed the concerned sectors to focus efforts on modernizing the style of development, developing and intensifying the production of dairy, meat, and various animal products, promoting the cultivation of fodder, and improving livestock health.

In line with these general objectives, the livestock fair, which we are supervising with you today, comes to launch the activities of its first edition.

This fair constitutes an opportunity to value livestock development, to exchange experiences and expertise between producers, to attract investor interest and to encourage breeders’ initiatives in the field of diversification and development of production. The consultative days that will be organized on its sidelines will also provide an opportunity for the various actors in the sector to develop a participatory diagnosis of the reality of the sector and present what they deem appropriate in terms of suggestions to contribute to the development and promotion of our livestock, in achievement of this goal.

In implementation of our pledge to support and develop livestock development, we have decided the following:

First: Establishing a fund to promote livestock development, initially provided with MRO 8 billion.

Second: Establishing a public institution of an industrial and commercial nature entrusted with, among other things, within the framework of various open partnerships, establishing farms for livestock breeding, constructing modern slaughterhouses, and building factories for the exploitation of animal products.

Third: Establishing a public institution of an administrative nature entrusted with working to improve breeds, run pastoral paths and pastoral water infrastructures, prepare various studies, and supervise professional organizations active in the sector.

Ladies and gentlemen, as we announce the launch of the activities of the first edition of the National Livestock Fair, we are fully confident that the results and outputs of the consultative days organized on its sidelines will contribute to the promotion and appreciation of our livestock.

Before concluding my remarks, I would like to praise and value the attention paid by the national private sector to this large economic sector that is full of enormous potential, especially that when it receives at the same time the attention of the state and the national private sector, it will constitute a great and important support for the national economy. It will also translate our interest in the livestock sector, which reflects our peculiarities, to attract foreign investors.
Wa salamou alaykoum wa rahmatoullah “.
