Council of Ministers: Approval of limited increases in fuel prices and adoption of a package of measures aimed at supporting vulnerable groups

The Council of Ministers met Tuesday, March 31, 2026, under the chairmanship of His Excellency Mr. Mohamed Ould Cheikh El Ghazouani, President of the Republic.
The Council reviewed and approved the following draft texts:
– Draft law concerning the ratification of the agreement establishing the African Legal Support Facilitation Mechanism.
The African Legal Support Facilitation Mechanism aims to provide legal services and advice to African countries in their disputes with creditors, and to provide technical assistance to enhance their negotiation capacities in the fields of debt management, contracts related to natural resources and extractive activities, investment agreements, and complex commercial transactions.
The mechanism also works on mobilizing specialized legal expertise, providing financial resources to support African countries in litigation or negotiation processes, in addition to organizing training programs for legal advisers in member states, and establishing legal databases that help in benefiting from judicial precedents relevant to sovereign disputes.

– A draft law allowing the ratification of the International Agreement on the Transport of Persons, Goods, and Transit by Road between the Government of the Islamic Republic of Mauritania and the Government of the People’s Democratic Republic of Algeria, signed in Nouakchott on September 14, 2022. This agreement falls within the framework of the distinguished fraternal and historical relations between the Islamic Republic of Mauritania and the People’s Democratic Republic of Algeria, and reflects their common will to strengthen bilateral cooperation and develop economic and commercial exchanges, particularly in the field of land transport, which constitutes a fundamental pillar for regional integration. The purpose of this agreement, signed on September 14, 2022, is mainly to organize and facilitate the movement of persons and goods between the two countries and through their territories, by establishing a unified and transparent legal framework governing this activity, ensuring smooth transit, encouraging economic operators, and enhancing the respect for safety and security standards. –

Draft decree amending Decree No. 2026-008 issued on January 15, 2026, which repeals and replaces Decree No. 2012-128 issued on May 22, 2012, amended by Decree No. 2014-067 issued on May 27, 2014, concerning the determination of the components of the structure of liquid petroleum product prices.

This decree aims to make the components of the structure of liquid petroleum product prices more flexible in line with the requirements of the international stage and anticipating expectations that have negative impacts on these vital materials.

In this context, limited and studied increases have been adopted, reflecting only a small part of the increases registered at the level of international markets, as the state has borne a large part of the real cost, out of concern for protecting the purchasing power of citizens.

In implementation of the instructions of His Excellency the President of the Republic, a package of accompanying measures directed at vulnerable groups has been adopted through social protection programs, ensuring the mitigation of the effects of this situation on the most needy citizens.

The state reaffirms its constant commitment to stand by the citizens and to act with a spirit of responsibility and solidarity.
