Today, Thursday, at the Palace of Conferences in Nouakchott, the Prime Minister, Mr. Mohamed Ould Bilal Massoud, supervised the launch of the process of preparing the national plan for territorial reclamation in Mauritania.
This plan, which is being developed for the first time in Mauritania, aims to strengthen national unity and citizenship, ensure equitable access to basic social services for all citizens, and support and establish regional poles for development, in addition to its role in the sustainable management of natural resources and enhancing resilience in the face of current major challenges.
The National Land Reclamation Plan, at the national level, provides a frame of reference for all land reclamation policies, by defining strategic directions and long-term goals for the country in general, taking into account the economic, social and environmental challenges. It also ensures consistency and integration between the various interventions in the field of land reclamation
This scheme provides different directions to sectors such as agriculture, industry, tourism and infrastructure, allowing them to better coordinate investments and enhance harmony between different sectors
The plan takes into account at the local and regional levels the specificities and capabilities of each region in the country, allows for the identification of strategies that suit the needs and challenges of each region, and promotes balanced and sustainable regional development, in addition to providing references for local authorities (regions and municipalities) to formulate their own plans in the field of land reclamation and ensures consistency between the various levels of regional coordination
At the end of its three phases, the plan will enable the completion of a sectoral and territorial outcome that includes collecting information, identifying the major directions for territorial reclamation, proposing possible and hoped-for future options, developing plans, maps, territorial information systems, and growth poles, and approving it with a binding law, which will continue to operate for at least 20 years, with the possibility of amendment. when necessary.
The Minister of Housing, Urbanism and Land Reclamation, Mr. Sid Ahmed Ould Mohamed, highlighted in a speech on the occasion that this program is at the core of the major directions of the “My Pledges” program of His Excellency the President of the Republic, Mr. Mohamed Ould Cheikh El-Ghazouani, which enables achieving equity and eliminating imbalances through… Spreading development throughout all parts of the national territory, especially those that have been marginalized for any reason and in any place.
He said that the sector succeeded in developing a national plan for territorial reclamation, as a contractual framework was signed between the Ministry of Housing, Urbanism and Territorial Reclamation and the Ministry of National Defense to accomplish this important work, which received the participation of everyone, officials in various sectors, experts in the economic and social fields, and various artistic and technical fields. The other, and the local elected officials, recalling in this context that several previous attempts had been made to prepare this plan, but they were not crowned with success
He expressed his hope that this work would be completed within two years, according to what was specified, and that the phenomenon of slums in the field of development would end, stressing that the plan constitutes a contribution to embodying the pledges of His Excellency the President of the Republic, by clarifying the principles that control the distribution of infrastructure and equipment. Major and collective services with a national dimension, and determining the way in which policies contribute to economic, cultural, social and sports development, upgrading and training, preserving the environment and housing, and improving living conditions.
On the sidelines of the launch of the national plan for territorial reclamation, national consultative sessions began, including the context and path of preparing the national plan for territorial reclamation, and the presentation of presentations highlighting the plan, its objectives, principles, expectations and bets, mechanisms for its implementation and follow-up, and reference guides prepared for the plans and the methodology of its work.
