President of Republic Receives the First Annual Report of the Higher Council of Education

On Tuesday at the presidential palace in Nouakchott, H.E the President of the Republic, Mr. Mohamed Ould Cheikh El-Ghazouani, received the first annual report of the Supreme Council of Education.
This came during the reception of His Excellency the President of the Republic to Mr. Brahim Vall Ould Mohamed Lamine, President of the Higher Council of Education.
After the meeting, the President of the Higher Council of Education made the following statement to the Mauritanian News Agency:

“I had the honor today to meet with His Excellency the President of the Republic, Mr. Mohamed Ould Cheikh El-Ghazouani, to present to His Excellency the Council’s first report on the state of the national educational system for the academic and academic year 2022-2023 in accordance with the requirements of Article 9 of Decree 2022-073 of May 23, 2022 on the Higher Council of Education.

The presentation of this report coincides with a season full of achievements during the months of November and December on the occasion of the celebrations commemorating the sixty-third anniversary of the National Independence Day, the outcome of the honorable achievements enjoyed by the country during the four years of the mission of His Excellency the President of the Republic, Mr. Mohamed Ould Cheikh El-Ghazouani, and we look forward to more hopefully Almighty.
During this meeting, His Excellency the President stressed that education reform is a strategic choice to advance our educational system and form generations capable of rising to challenges and winning development challenges, a reform that enables all Mauritanians to access the service of quality education so that differences are eradicated in a way that enhances loyalty to the homeland and adherence to religious and cultural constants, just as the Republican school symbolizes.
His Excellency gave directives to keep pace with the sectors, each from his position, so that the Council can carry out its tasks related to coordination, guidance, follow-up, consultation and evaluation.
His Excellency urged the Council to open up to all actors in the educational field, develop technical partnership, and benefit from the experiences of similar bodies in other countries to build and strengthen the Council’s capabilities.

In its first edition, this report is an opportunity to review the reality of the educational system in general, monitor successes and shortcomings and propose a number of recommendations that would give impetus to the pace of implementation of reform.
The report is also characterized by the richness and diversity of its information and sources due to the holistic approach adopted in its preparation, an approach that blended the exploitation of the data of different sectors with the results of field visits, and was strengthened by the balance of experience and expertise of Council members in the field of education.
In addition to the economic, social and demographic framework of the country, the report reviews the components of the educational system such as indigenous education, pre-school education, basic education, secondary education, technical and vocational training, higher education and scientific research, literacy and unclassified education, special education, as well as issues related to curricula and textbook policy, human resources, teaching national and foreign languages, governance and management of the educational system, gender and the fight against exclusion, consolidation of national unity, financing and partnership, and evaluation of The Council and the outcome of its performance.

Finally, it concludes with a set of general recommendations and a matrix of specific recommendations for all components of the system, which represent a road map for follow-up before the preparation of next year’s report.
I take this opportunity to extend my sincere thanks and great gratitude to His Excellency and to confirm our keenness in the Council to implement those directives.
I congratulate all those who contributed to the preparation of this report, especially the sectors of the educational system and the members of the Higher Council for Education, recalling in the same context that the appropriate mechanisms to follow up on the recommendations of the report will be the subject of constant consultation with the various actors in the field.
