On 19 January, the Ministery of Digital Transition, Innovation, and Modernization of Administration, said in a statement received by the Mauritanian News Agency, that in the coming few weeks, on the occasion of the announcement of Mauritania’s digital agenda 2022-2025, the huge promising opportunities for investment in the Mauritanian digital sector will be revealed.
The following is the text of the statement in which the ministry recalled the memoranda of understanding recently signed within the framework of the Mauritanian National Day at Expo 2020 Dubai:
On Tuesday, January 11, 2022, the last day of the National Day Festival of Expo 2020 Dubai, three memorandums of understanding were signed between the Ministry of Digital Transformation, Innovation and Administration Modernization, and three high-level international partners.
The signing of the aforementioned memorandums of understanding is part of the ministry’s endeavors to enhance the dynamic recently launched by the public authorities in the digital field, aiming to bring about a smooth, secure and comprehensive digital transformation for all Mauritanian citizens, while stimulating innovation, and introducing smart governance into the tools of modernizing the Mauritanian administration.
The three memorandums of understanding were signed by the Minister of Economic Affairs and the Promotion of Productive Sectors, Mr. Ousmane Mamoudou Kane, Technology Solutions LLC , Serdal Limited, and Talent Limited.
The memorandum of understanding with Tahaluf Al Emarat aims to raise the level of performance of the Ministry of Digital Transformation, Innovation and Administration Modernization, modernize and diversify its services as well. Besides, it aims to accelerate and to simplify the public decision-making process, and enhancing Mauritanian capabilities in fields of artificial intelligence, Internet, big data and networks, as well as developing public services via mobile phone.
On the occasion of signing the memorandum of understanding, Mr. Yahya Elhami, CEO of Tahaluf expressed his happiness to work with the Ministry of Digital Transformation in Mauritania in order to provide public digitization services, to achieve the ambitious Mauritanian government vision 2022-2025, stressing that this agreement will constitute an important building block in building digital transformation for Africa.
He added that the Tahaluf Company, based on its long-term strategy, is working to harness the latest technical solutions and develop them locally, in line with the aspirations of the future people, the solutions that eliminate the need for paper documents in transactions, which is why they are environmentally friendly, save effort, time and money for workers in the public and private sectors.”
As for the memorandum of understanding with Serdal Limited, it aims for the Emirati partner to prepare market, technical and operational studies, and the feasibility study of digitization in Mauritania, which will include the development of e-commerce, postal services and the digitization of border ports related to it, after forming a joint working group between the two parties, to determine the aspects of the proposed services in the country.
On his part, Abdulaziz Zayed AlShamsi, CEO of Serdal Company, said: “We are pleased to sign this initial agreement with the Ministry of Digital Transformation in Mauritania, which embodies our keenness to enhance commercial operations within the African continent by providing high-level solutions.”
With regard to the memorandum of understanding with 01 Talent Africa, it aims to provide Mauritania with a reference center for collective intelligence, which is schools of revolutionary institutions available to a large group of citizens, on the basis of a single criterion which is talent.
The implementation of this memorandum of understanding will lead to the establishment of a leading school of coding, a digital vocational training center and a digital talent agency, which will provide the Mauritanian market with the digital skills necessary to ensure the implementation of public policies in the field and the success of the country’s ambitious digital transformation.

The Ministry also seized this opportunity to draw the attention of regional and international stakeholders, in the public and private sectors, to the importance of exploring the huge promising opportunities for investment in the Mauritanian digital sector, which will be revealed within the next few weeks, on the occasion of the announcement of the digital agenda for Mauritania 2022-2025.
