. Minister Delegate in Charge of Budget inaugurates Public Finance Training Unit

The Minister Delegate to the Minister of Economy and Finance in charge of the Budget, Mr. Kodioro Moussa N’Guenore, inaugurated on Friday morning at the Ministry’s headquarters in Nouakchott, a training unit in the field of public finance.

Established with the support of the French Treasury and facilitated by the Fondation d’expertise de France, the unit will enhance the performance of the Ministry’s staff in capacity building and the implementation of fiscal reforms.

In a speech on the occasion, the Minister explained that after the adoption of the Strategy for Accelerated Growth and Shared Prosperity (2016-2030), Mauritania has placed the enhancement of human capital performance and governance at the center of its development project.

He added that the Master Plan for Fiscal Reforms (2005-2030) defines these ambitions in ten strategic areas, noting that training is considered the key to the success of all fiscal and budgetary reforms.

To materialize these guidelines, he said, the Department of Administration and Finance prepared a strategy and a three-year development plan (2025-2027) to design and translate these sectoral principles into a structured and sustainable operational program.

The inauguration of this training unit is a first step towards the establishment of a public finance institute, he said, noting that the ministry is committed to gradually digitizing its training offerings through video conferencing and distance learning.

He emphasized the Mauritanian government’s determination to build a more efficient and transparent financial administration with a firm orientation towards serving citizens in different regions of the country.

 

He announced that in 2027, Mauritania will host the 9th Conference of Public Finance Institutes in Africa, the Middle East and the Caribbean, noting that this is a demonstration of our country’s commitment and international influence.

 

The French Ambassador to Mauritania, H.E. Alexandre Garcia, said that since 2018, Mauritania has committed to an ambitious reform of its public administration system, with the aim of achieving greater performance and transparency, praising the will of the Mauritanian government to make this reform part of a sustainable modernization dynamic.

 

This reform can only be successful with better qualified, committed and capable cadres, he added, noting that the essence of the project to support training in public finance, funded by the French Treasury General Administration and implemented by the French Expertise Foundation, is to contribute to these requirements.

The training unit will enable the staff of the ministry in charge of the budget to benefit, on a regular basis, from high-level training courses, he said, noting that the creation of this unit aims to contribute to providing all public sector actors with the knowledge and methodologies necessary to improve the mobilization and use of public resources, and to consolidate best practices through practical and interactive courses.

He pointed out that France has been committed for many years to supporting Mauritania in establishing an enabling environment for public finance in order to expand the national fiscal space and create effective tools for public administration, praising the work done by the support teams for the project to support training in public finance, thanks to which this training unit has become an innovative pedagogical environment.
