His Excellency the President of the Republic, Mohamed Ould Cheikh El Ghazouani, launched, on Thursday evening, at the Mellah Stadium in the Toujinine district of Nouakchott North, the “Tameer – T’azur Cities” program, implemented by the General Delegation for National Solidarity and the Fight against Exclusion (t’azur).
In his speech during the ceremony, His Excellency the President of the Republic said: “Peace and mercy of God be upon you, I announce with the blessing of God Almighty the launch of the “Tameer – Cities of T’azur ” program, and I call on the government, elected officials and all national actors, including scholars, imams, opinion leaders, businessmen, executives, youth and women, to actively engage in this program and its major goals.”
His Excellency the President of the Republic received a presentation on the objectives of this program, which is characterized by comprehensiveness and diversity, the technical methods that will be adopted to complete each component separately in accordance with the specified controls, and the new reality that this program will provide, whether it is related to equal opportunities, poverty eradication and slums, as well as harmony among the people of the same country.
The “Tameer – T’azur Cities” project aims to develop fragile urban areas and encourage rural aggregation through “T’azur cities”, using a multisectoral approach, to ensure integrated development that contributes to the fight against poverty and strengthens national solidarity.
This project will also enable a profound and sustainable transformation of fragile urban and rural areas and their living conditions, by rehabilitating them into modern spaces that are fully in line with the requirements of contemporary development.
The project also aims to support sustainable and inclusive economic development, promote social harmony and a culture of citizenship, as well as encourage volunteerism, facilitate access to basic infrastructure, reduce social and societal disparities, and improve the living conditions of vulnerable populations.
The project encourages the residents of the targeted areas to engage in an active and responsible citizenship framework, based on the values of national solidarity, civic commitment and active participation in the conduct of their affairs.
The “Tameer – T’azur Cities” project is based on a multidisciplinary program for integrated development, based on three main axes: the first is infrastructure and basic services, while the second and third axes are related to economic inclusion projects and strengthening commitment to citizenship.
The project will be implemented over a period of five years, with periodic follow-up to assess its impacts and results, to ensure that the set objectives are achieved and the necessary adjustments are made based on needs.
The phases of implementation of the project, which targets areas with a poverty rate higher than the national average and containing more than 300 families, include an intensive awareness campaign, encouraging volunteerism, organizing participatory discussions, and promoting community adoption of the project.
In a speech on the occasion, His Excellency the General Delegate for National Solidarity and Combating Exclusion, Mr. Cheikh Ould Bedda, welcomed His Excellency the President of the Republic, and conveyed to him the greetings of the T’azur community, which today consists of 307,000 needy families registered in the social register, and their deep thanks and deep gratitude to His Excellency the President of the Republic, for his permanent bias towards the vulnerable classes, his continuous support for them, and his tireless work to raise their standard of living, achieve their economic and social integration, and join them in the ranks of civilization and development.
His Excellency the Delegate General recalled the status of the level of government spending in the field of combating poverty and exclusion before His Excellency the President of the Republic assumed the reins of power, as the last annual budget allocated to combat poverty and exclusion before assuming his duties in 2019, amounted to 7 billion and 200 million old ounces, while this amount increased upon His Excellency assuming the reins of power to more than 50 billion old ounces for the year, noting that this is the best evidence of the great priority given by His Excellency For fragile layers.
The Delegate General explained that the T’azur despite all the achievements it has achieved, has still needed reforms that raise its efficiency and improve its profitability on the target groups, which His Excellency pledged in his program “My Ambition for the Nation”, adding that in line with these pledges, the General Delegation has adopted a new approach that moves it from a mere service window to a dynamic body that works in coordination with various government sectors, in addition to carrying out fundamental reforms aimed at rational and transparent management of its resources.
He said that within the framework of this new reform trend comes the establishment of the “Tameer – Cities of T’azur” program, which is a broad and ambitious program inspired by lofty meanings, and follows the deep vision expressed by His Excellency the President of the Republic in his historical speeches in Ouadane (2021), Djiwol (2023), and Chinguetti (2024), where he called for a strong national gift to change negative mentalities, get rid of narrow strife, hate speech, and tendencies of superiority, in order to fortify our people with one history and a common future, highlighting that this gift is This new program seeks to respond to and embody the reality of our nation’s present and future.
The Delegate General explained that this program will focus on changing mentalities, strengthening national cohesion, developing civic awareness, and creating a homogeneous society capable of coexistence and joint work, by carrying out a set of simultaneous interventions in areas of poverty and fragility, as it will provide them with infrastructure and basic services, financing income-generating activities and small and medium enterprises, and launching a series of parallel awareness works that will change mentalities through night lectures aimed at instilling religious and civic values presented by the pioneers of the “Tameer – T’azur Cities” consisting of Prominent academic, community and political figures, as well as through special programs that return to the mosque, the mahdhara, the school, youth homes, stadiums and cultural and sports clubs, their role in raising awareness and education imbued with the values of the true religion, and the culture of civil citizenship, so that we finally get developed and prosperous neighborhoods, in which citizens live aware of their duties and rights, in which the mosque plays its full role, and in which the city committees cooperate with the synergy in the civil service and volunteer work, and guard the neighborhood from the leakage of harmful behaviors such as drugs, violence or crime to it, Parents of pupils also play their full guiding and supervisory role.
For his part, the Vice-President of the Nouakchott region, Sid Mohamed Lemine Beirouk, welcomed the launch of the “Ta’meer – Cities of T’azur” program, which aims to bring about rapid economic and social transformations in cities and fragile neighborhoods.
He stressed the determination of the Nouakchott region to exert all efforts to support and accompany all policies seeking to implement the program of His Excellency the President of the Republic, with the aim of improving the living conditions of the population and continuing the process of construction, progress and prosperity in various fields.
He added that the region attaches great importance to the social field, as it has carried out several interventions that included basic areas such as the provision of safe drinking water, health, transportation, public lighting, education, urban agriculture, vocational training, youth and sports.
In turn, the Mayor of Toujinine Municipality, Mr. Sayed Ahmed Filali, said that the achievements of the President of the Republic reflect His Excellency‘s bias towards vulnerable groups, listing some of the achievements made during the first mission, and expressing the pride of citizens and their pride in the achievements achieved.
The Mayor of the Pioneers of the Program, the Mayor of the Municipality of Ndiagou, Mr. Boijel Ould Hamoid, spoke about the objectives set by the delegation, describing them as great and noble and that they reflect the will of His Excellency the President of the Republic to combat the scourges of poverty and support vulnerable groups, while seeking to promote integrated development for the benefit of the population, through their social and economic integration with a focus on improving their living conditions.
He added that the reconstruction of T’azur cities is a new vision, pointing out that this type of ideas requires preliminary work, due to the difficulty of fighting prejudices, as this work must raise awareness among the population and take their opinion on the investments directed to them.
The official launch ceremony of this program was attended by Prime Minister Mokhtar Ould Diay, Minister Secretary General of the Presidency of the Republic, Minister in charge of the Office of the President of the Republic, Ministers Counsellors of the Presidency of the Republic, a number of members of the government, the governor of North Nouakchott, the vice–president of the Nouakchott region, the governor and mayor of the province of Tognin, members of the diplomatic corps, commanders of the military and security services and elected officials.
