On 17 January, His Excellency Mr. Mohamed Ould Cheikh El Ghazouani, the President of the Republic, affirmed that the holding of the third edition of the African Conference for Peace, under the theme: “Enter All in Peace”, is an affirmation of “one of the most important conditions for lasting and comprehensive security and peace. So true is it that there will be no lasting security for anyone outside the framework of comprehensive protection for all”.

In his opening speech, His Excellency called for closing ranks and confronting violence, in its various forms and appalling effects, not only in terms of security and economy, but also, and first of all, intellectually and culturally.

The President of the Republic said: “I would first like to welcome my brother, His Excellency Mr. Muhammadu Buhari, the President of the Federal Republic of Nigeria, in his second country, and in the capital of Islamic culture for this year, the city of Nouakchott, thanking him for having participated in the third edition of the African Conference for the Promotion of the Culture of Peace, and highly appreciating what this presence implies as a great interest for the intellectual dimension in the face of the violence and terrorism sweeping the world in general, the Sahel region, and West Africa, in particular.

 I also welcome all our distinguished guests, including ministers, distinguished university professors, political and security personalities, international organizations, and civil society, thanking them for being keen on attending and counting on their outstanding contributions to enrich this conference.

 I would also like to express my sincere thanks to His Eminence Sheikh Abdallahi ben Boya, the President of the Abu Dhabi Peace Forum, saluting his international academic stature as well as his eminent role in spreading a culture of peace, brotherhood, and moderation, for which the regular holding of this conference is one of its most important manifestations.Ladies and gentlemen;

The defense of peace, security, and stability can only be effective and efficient by immunizing the minds of individuals and the conscience of societies against discourses that glorify violence in all its forms. This requires tireless action to consolidate the values of tolerance, openness, justice and brotherhood, which are the basis of our true Islamic religion and the essence of all monotheistic religions, as well as the establishment of a culture that prioritizes peace and security in general, as it is a prerequisite for development and prosperity.

We, in the Islamic Republic of Mauritania, realized very early the need to make the intellectual dimension an essential component of our integrated approach to security.

Our thinkers, scholars, and opinion leaders have done an excellent job in the fight against extremism and terrorism, with arguments and evidence, and in spreading the values of tolerance and moderation, drawing inspiration from the long history of our country, in peace and peaceful coexistence, rich as it is in cultural diversity and drawing on the sciences of the Islamic religion, adhering to its noble values of original moderation and purity.

We are convinced that the victory over violence, terrorism, and extremism can only be sustainable if it is a cultural and intellectual victory, as well as a social, economic, and security victory.

This third edition of the African Peace Conference is held under the theme: “Enter All in Peace”, is an affirmation of “one of the most important conditions for lasting and global security and peace. There will be no lasting security for anyone outside of comprehensive protection for all.”

Therefore, we must all close ranks and confront, together, violence, in its various forms and its appalling effects, not only on the security and economic level, but also and above all on the intellectual and cultural level.

I have no doubt that the African Conference for the Promotion of Peace will have, in this edition, as it had in its two previous editions, a very positive role in the consolidation of a culture of peace, dialogue, and of moderation. As I announce, with the blessing of Allah, the opening of the third edition of this conference, I wish full success to its work.
