His Excellency Mr. Mohamed Ould Cheikh El Ghazouani, President of the Republic, affirmed that development and reform require eliminating all forms of corruption, both administrative and financial.<\/p>\n
In a speech at the graduation ceremony for the 46th ENAJM cohort, on 20 October at the International Conference Center (Mokhtar Ould Daddah), he said he had instructed the government to implement the recommendations of the control and inspection bodies. This ensures that no one involved in suspicious practices can escape accountability and punishment, regardless of their position.<\/p>\n
He expressed his appreciation for the ENAJM\u2019s contribution to building and consolidating the foundations of the modern state through the preparation and training of executives who are responsible for developing and ensuring the continuity of public service, embodying the values of the Republic in day-to-day management methods, their relations with citizens, and the implementation of various reforms and programs.<\/p>\n

Your Excellencies, members of the accredited diplomatic corps,<\/p>\n
Mr. Wali,<\/p>\n
Madam President of the Nouakchott Region,<\/p>\n
Members of the teaching and administrative staff,<\/p>\n
Dear graduates,<\/p>\n
Ladies and gentlemen,<\/p>\n
It is my pleasure to join you today at the graduation ceremony for a new cohort of the National School of Administration, Journalism, and the Magistracy and to take this opportunity to acknowledge the considerable contribution of this prestigious institution to strengthening the foundations of the state by training executives responsible for modernizing the public service and ensuring its continuity, while ensuring that the principles of the rule of law and good governance are embedded in their day-to-day management, their relations with citizens, and their conduct of reforms and development programs.<\/p>\n
This cohort, due to the diversity of sectors it covers\u2014justice, foreign affairs, the interior, finance, the civil service, labor, and trade\u2014constitutes an invaluable contribution of human resources on which we are counting heavily to energize the process of reform and modernization of our public administration.<\/p>\n
<\/p>\n
Ladies and gentlemen,<\/p>\n
We are convinced that the success of the reforms we are implementing, whether political, economic, or social, depends fundamentally on our ability to build a more professional administrative apparatus that is better able to serve citizens in a local, fluid, and transparent manner.<\/p>\n
Fully aware of the shortcomings of our administrative system in terms of training, professionalism, efficiency, proximity to citizens, respect for the values of the Republic, the rule of law, and good governance, we very quickly embarked on a comprehensive administrative reform.<\/p>\n
This reform aims to make our administration more efficient and more respectful of the standards of good governance and equal access to public services for all citizens.<\/p>\n
In this context, we have instructed the government to modernize public services, provide training and professional development for human resources, facilitate access to public services and bring them closer to citizens, strengthen decentralization to make citizens the main actors in their local development, and reform the justice system to establish equality before the law and consolidate citizenship.<\/p>\n
<\/p>\n
However, I have always been convinced that it is not possible to succeed in this administrative reform without a constant struggle against waste, corruption, and the many forms of administrative or financial mismanagement.<\/p>\n
Indeed, corruption prevents real development, as it squanders state resources, significantly weakens the effectiveness of project implementation, distorts the distribution of wealth, and negatively affects the fight against injustice and precariousness, which is the central focus of our development programs.<\/p>\n
That is why we have declared all-out war on corruption by creating a new anti-corruption authority, working to strengthen and modernize the Public Procurement Code, and intensifying the activities of control and inspection bodies, in the full exercise of their powers and with complete independence.<\/p>\n
We have also instructed the government to strictly apply the recommendations of the control and inspection bodies, so that no one involved in suspicious management practices can escape accountability and, where appropriate, punishment.<\/p>\n
We reiterate this instruction to the government today and will tolerate nothing less than its strict compliance.<\/p>\n

Similarly, we urge all control and inspection institutions to continue to exercise their prerogatives fully, transparently, and independently.<\/p>\n
Let everyone be assured that accountability, the absolute rejection of impunity, and the promotion of good governance will remain at the heart of our priorities, as we are convinced that they are a necessary condition for the country’s development and prosperity.<\/p>\n
We will spare no effort to preserve public resources, and we will not tolerate any laxity in the strict application of the law and the obligation of every manager to be accountable and take responsibility for any deviations from the standards of good governance.<\/p>\n
Dear graduates,<\/p>\n
Your graduation today is not just about obtaining a diploma or joining a specific professional body; it is also, and indeed primarily, a mandate entrusted to you by the nation: a mandate of absolute devotion to serving your country and its citizens with integrity, rigor, transparency, and loyalty.<\/p>\n
Therefore, as I offer you my heartfelt congratulations, I wish you a professional career marked by excellence, integrity, loyalty to your country, and dedication to serving your fellow citizens.<\/p>\n
