Minister and his Senegalese Counterpart chair Bilateral Talks"},"content":{"rendered":"<p>On Monday at the meeting room of the Ministry, HE Prime Minister El Moctar Ould Djay and HE Prime Minister of the Republic of Senegal Ousman Sonko chaired\u00a0 a session of talks on ways to support joint cooperation in various fields.<\/p>\n<p>At the beginning of the meeting, HE the Prime Minister welcomed the visit of the Senegalese Prime Minister and his accompanying delegation, stressing that their presence in their second country, Mauritania, is the truest expression of the historical relations between the two brotherly countries.<\/p>\n<p>The Prime Minister said that the joint achievements of the two brotherly countries in various fields confirm the strength of these relations and their rooting, reviewing in this regard existing projects such as the Senegal River Investment Organization and the Rosso Bridge project, in addition to the Turtle \u201cAhmim\u201d gas field shared by Mauritania and Senegal.<\/p>\n<p>The following is the text of His Excellency the Prime Minister&#8217;s speech:<\/p>\n<p>\u201cIn the name of God, the Merciful, the Compassionate.<\/p>\n<p>May peace and blessings be upon the most honorable of the messengers<\/p>\n<p>Dear Brother, His Excellency Mr. Ousman Sonko, Prime Minister of the Republic of Senegal.<\/p>\n<p>Your Excellencies Ministers.<\/p>\n<p>Ladies and Gentlemen.<\/p>\n<p>I am honored and proud to welcome, on my own behalf and on behalf of the Mauritanian government and people, my brother and friend, His Excellency Mr. Ousman Sonko, Prime Minister of the Republic of Senegal, and his accompanying delegation, in their second home and among their brothers and family.<\/p>\n<p>I highly appreciate that their presence here today is a strong expression of the strength of the historical ties between our two brotherly countries, as well as the firm will of the leaders of our two countries, His Excellency President Mohamed Ould Cheikh El Ghazouani and his brother and friend, His Excellency President Bassirou Diomaye Faye, to strengthen our bilateral relations and diversify and expand the frameworks of cooperation between our two brotherly countries.<\/p>\n<p>The sincerity of this will is evidenced by the fact that His Excellency President Bassirou Diomaye Faye honored Mauritania with his first official visit outside his country after his resounding success in the presidential elections.<\/p>\n<p>Mr. Prime Minister<\/p>\n<p>Mauritania and Senegal share the same coastal-Saharan geographical space, a long common history and a rich and diverse culture shaped by a Sunni Islam that was tolerated by sheikhs and scholars from both countries.<\/p>\n<p>This geographical, historical and cultural bond has governed the unity of the destiny of our two countries and our brotherly peoples.<\/p>\n<p>It is our common awareness of this unity of destiny that has enabled us over the years, despite the difficulties and challenges, to preserve the treasure of brotherhood and friendship that we inherited from our ancestors, by developing and consolidating our bilateral cooperation and elevating it to the level of a fruitful and constructive complementary partnership.<\/p>\n<p>The depth and strength of this partnership is evidenced by the many joint achievements we have made together, such as the Senegal River Investment Organization, which is an exemplary example in the management of shared river basins, the Rosso Bridge under construction on the same waterway, which makes the river a link between the two countries rather than a mere border between the two countries, and the agreement concluded between us regarding the exploitation of the Great Turtle-Ahmim gas field, which is an outstanding model for the exploitation of common resources between two neighboring countries.<\/p>\n<p>Mr. Prime Minister.<\/p>\n<p>Together, our two countries have celebrated many successes and have always demonstrated their ability to meet the many challenges they have faced.<\/p>\n<p>This strength is not a coincidence, but a natural product of our shared values, as we are each other&#8217;s strategic depth.<\/p>\n<p>This is why we have always been keen to strengthen our bilateral relations and explore new ways to develop and diversify them to achieve the aspirations of our two brotherly peoples and contribute to the prosperity and stability of our region and the African continent in general.<\/p>\n<p>This vision guided the work of the 13th Mauritanian-Senegalese Grand Joint Commission, which was held in Nouakchott a few months ago, and which, through several agreements and memoranda of understanding, laid the foundations for a more diversified and beneficial cooperation for our two countries and our brotherly peoples.<\/p>\n<p>The prospects for developing cooperation between our two countries are still wide in many fields such as security, consular issues, energy, transportation, fishing, animal development and others.<\/p>\n<p>I am sure that your Excellency&#8217;s visit will contribute to strengthening cooperation in these areas and accelerating the implementation of the results of the thirteenth session of the Mauritanian-Senegalese Grand Joint Commission.<\/p>\n<p>Once again, I welcome you to Mauritania, among your people, and I wish you and your accompanying delegation a pleasant stay, today in Nouakchott and tomorrow, God willing, in Nouadhibou.\u201d<\/p>\n<p>For his part, H.E. the Senegalese Prime Minister, Mr. Ousman Sonko, expressed his sincere appreciation to H.E. the Prime Minister for the warm welcome he and his accompanying delegation received, and reiterated his congratulations to H.E. the Minister on his appointment to this post.<\/p>\n<p>He affirmed his full readiness to work to strengthen and consolidate the existing partnership between the two countries, expressing his deep gratitude, on behalf of His Excellency Mr. Bassirou\u00a0 Diomay Faye, to His Excellency the President of the Republic, Mr. Mohamed Ould Cheikh El Ghazouani, for the great attention he pays to the Senegalese community in Mauritania.<\/p>\n<p>The following is the text of the speech:<\/p>\n<p>\u201cMr. Prime Minister and dear brother.<\/p>\n<p>Honorable Ministers<\/p>\n<p>Ladies and gentlemen ambassadors.<\/p>\n<p>Directors and Heads of Departments.<\/p>\n<p>Mr. Prime Minister, I would like at the outset to express my sincere thanks to you for the warm reception you have accorded me and my accompanying delegation since our arrival in Nouakchott.<\/p>\n<p>I would also like to take the opportunity of this meeting to extend to you my warmest congratulations on your appointment as Prime Minister and my best wishes for success in the fulfillment of this noble role.<\/p>\n<p>At the same time, I would like to reiterate my full readiness to work with you to strengthen the bonds of friendship and brotherhood between our two peoples and consolidate the strategic partnership between our two countries.<\/p>\n<p>Mr. Prime Minister.<\/p>\n<p>This session that I have the honor to preside over with you this morning takes place in a context characterized by the intensification of bilateral relations between Senegal and Mauritania under the leadership of Their Excellencies Presidents Bissirou Diomaye Faye and Mohamed Cheikh Ould Cheikh El Ghazouani, following the three visits made by President Bissirou Diomaye Faye to Mauritania within eight months and the two visits made to Dakar by His Excellency President Mohamed Cheikh Ould Cheikh El Ghazouani.<\/p>\n<p>The regularity of these reciprocal visits is proof of the vitality of the Dakar-Nouakchott axis, and if proof were needed, the two countries share more than just borders or natural resources, and are linked by relations of good neighborliness, mutual appreciation and active solidarity.<\/p>\n<p>Over the years, our two countries have forged a strong relationship of trust based on mutual respect, which has enabled them to face the challenges they have faced.<\/p>\n<p>Mr. Prime Minister.<\/p>\n<p>In addition to the visits by our two heads of state, a number of other meetings have brought together officials from the two countries in recent years, including<\/p>\n<p>1) The thirteenth session of the Grand Joint Commission for Cooperation, which took place on November 04 and 05, 2024 in Nouakchott, under the chairmanship of the Foreign Ministers of the two countries present here today.<\/p>\n<p>This session, which has not been held for nine years, was an opportunity to review a number of priority projects for cooperation between the two countries and to sign eight (8) agreements in various fields of common interest.<\/p>\n<p>2 &#8211; The first Senegal-Mauritania Economic Forum was held on September 30 and October 1, 2024 in Dakar, with the participation of the two countries&#8217; energy ministers.<\/p>\n<p>The forum was a great success, both in terms of the quality of the discussions and the importance of the issues addressed, which focused on strategic sectors such as energy and mining.<\/p>\n<p>This type of meeting should be encouraged, as exchanges between our two countries will focus more on economic and developmental issues, given the emerging opportunities, especially in the hydrocarbon sector.<\/p>\n<p>I also look forward to meeting with the Mauritanian Employers Association tomorrow to listen to their aspirations and concerns, as well as opportunities for cooperation with the Senegalese private sector.<\/p>\n<p>3 &#8211; The Ministerial Coordination Meeting of the EGPC held on December 19 and 20, 2024 in Nouakchott enabled our two countries to discuss the strategic priorities of the project.<\/p>\n<p>In this regard, I would like to congratulate myself on the constructive spirit that prevailed during the meeting and the relevant recommendations adopted at the end of the meeting.<\/p>\n<p>The General Authority for Gas and Oil, which symbolizes our strategic partnership on gas and oil, is a successful example of a South-South partnership between two neighboring countries.<\/p>\n<p>Mr. Prime Minister.<\/p>\n<p>I would also like to refer to the Rosso Bridge, the completion of which will be a crucial milestone in the cooperation between the two countries and will enhance regional integration, as it is currently 30% complete.<\/p>\n<p>However, there are still a number of challenges that need to be addressed to ensure that the bridge is delivered by July 31, 2026 at the latest.<\/p>\n<p>In addition to energy and transportation, we will also have the opportunity to discuss other strategic sectors such as fisheries and security.<\/p>\n<p>Mr. Prime Minister.<\/p>\n<p>It is clear that our two Heads of State have opened a new chapter in bilateral relations between Senegal and Mauritania, characterized by mutual understanding and continuous consultation to accelerate the realization of the legitimate aspirations of our two peoples for further progress and prosperity.<\/p>\n<p>This new era promises more than promising prospects for the partnership between Senegal and Mauritania.<\/p>\n<p>In this regard, we must strengthen our cooperation to confront security threats of all kinds in order to ensure peace and security in our two countries and in our sub-region.<\/p>\n<p>Your Excellency the Prime Minister and my dear brother<\/p>\n<p>Before I conclude, I would like to commend your personal commitment and deep commitment to strengthening our bilateral relations in all fields.<\/p>\n<p>I can assure you of my full readiness to work closely with you to face common challenges and take our cooperation to an unprecedented level.<\/p>\n<p>I am convinced that the partnership between Senegal and Mauritania, through the values on which it is based and the mechanisms it promotes, can be a model to be emulated.<\/p>\n<p>Mr. Prime Minister.<\/p>\n<p>I cannot conclude without expressing, on behalf of President Bassirou Diomaye Adiakhar Faye, the Senegalese government and people, our deep gratitude to His Excellency Mr. Mohamed Ould Cheikh El Ghazouani for all that he does for the Senegalese community in Mauritania.<\/p>\n<p>I would also like to thank him from the bottom of my heart for his exceptional participation in the commemoration of the 80th anniversary of the massacre of the Senegalese archers.<\/p>\n<p>Thank you.\u201d<\/p>\n<p>In addition to H.E. the Prime Minister, the the Minister of Fisheries and Marine and Port Infrastructures El Vadhel Ould Sidati Ould Ahmed Louly, the Minister of Equipment and Transport, Mr. Ely Ould El Veirik, the Prime Minister&#8217;s Chief of Staff, Mr. Cheikh Ould Zeidane, and the Mauritanian Ambassador accredited to Senegal.<\/p>\n<p>On the Senegalese side, it was also attended by the Ministers of African Integration and Foreign Affairs, Interior and Public Security, Energy, Petroleum and Mines, Infrastructure, Land and Air Transport, Fisheries, Maritime Infrastructures and Ports, and the Senegalese Ambassador accredited to
