On Thursday in Nouakchott, the Ministry of Finance organized a technical workshop to prepare an action plan for the heads of the internal control system for the budget.<\/p>\n
The workshop was organized in cooperation with the project to support financial and administrative governance in Mauritania, funded by the European Union and implemented by Expertise France.
\nThis workshop will enable the diagnosis of the requirements of the internal control apparatus of the Ministry of Finance, the presentation of a risk map related to the budgetary tracks, in addition to presenting the work plan related to the establishment of the internal control system budgets for the Ministry of Finance during the years 2024 and 2025.
\nThis plan is part of the implementation of the provisions of the Organic Law on Finance Laws, which stipulates that the management of public resources shall be carried out within the framework of the efficiency and effectiveness of public policies.
\nThe establishment of the internal budget control system will contribute to the consolidation of the principle of public accountability, as this supervisory body will be able to respect the budgetary authorizations included in the finance laws and provide quality information for the benefit of decision-makers in the public administration.
\nIn a speech on the occasion, the Secretary-General of the Ministry of Finance, Mr. Diallo Mamadou Abdallahi, referred to the importance of internal control over the budget, in which all formalized procedures are included and implemented by managers at all levels to control the conduct of their activities with the aim of providing quality assurance of information related to the management of the budget and the sustainability of its programming.
\nHe said that the implementation of Order No. 867 of September 12, 2023 on the establishment of the frame of reference for internal control of the state budget, means the deployment of an internal system of budget control in each ministerial sector, which contributes to monitoring the risks inherent in the budget implementation procedures.
\nHe stressed that internal control over the budget, in the context of the modernization of the public administration being implemented, included giving each ministry guarantees that the internal control system over the budget would be effective and that the risks inherent in the management and security of financial operations would be identified and controlled.
\nThe Secretary-General of the Ministry of Finance explained that the diagnosis and recommendations that will be issued by the workshop will contribute to strengthening the financial system through the proposals that will be submitted that will support the efforts of the Ministry of Finance, enhance the practice related to the budget, activate the role of financial controllers, and enhance financial transparency in all ministerial departments.
\nThe representative of the European Union, Ms. Christina Mate, said that working to achieve good management of public finances is one of the areas of cooperation between the European Union and Mauritania, noting that this workshop will support the measures taken by Mauritania to strengthen control over budget implementation.
\nShe pointed out that the joint work between the Ministry of Finance and the project to support financial and administrative governance in Mauritania will contribute to improving the elements of control in budgetary management and supporting the reforms carried out in it, stressing that the European Union will be by Mauritania in order to achieve its objectives in this field.
